Regular Meeting of the Ohio Town Board was held on Tuesday, December 11, 2012 at 7:00 PM at the Recreation Building

The following Officials were present:

Supervisor: Scott Bagetis

Town Clerk: Sandra Gates

Councilmembers: George Lawson, Gordon Roark, Ed Luther and Michelle Barrows

Highway Superintendent: James Nightingale

Also present: Secretary Pat Reuter, Bookkeeper Ruth Roark, Codes Enforcement Officer Jeff Greene, Justice Greene, Assessor David Rhea and several town residents

 

The meeting was called to order by Supervisor Bagetis at 7:00 PM.

The Pledge of Alligance was said by all.

Minutes of the Budget Workshop Meeting held on October 22, 2012 were read and approved on motion by Councilmember Lawson, second by Councilmember Luther. So carried.

Minutes of the Regular Meeting held on November 13, 2012 were read and approved by Councilmember Barrows, second by Councilmember Roark. So carried.

Minutes of the Workshop Meeting held on November 19, 2012 were read and approved by Councilmember Lawson, second by Councilmember Barrows. So carried.

Minutes of the Workshop Meeting held on December 1, 2012 were read and approved by Councilmember Roark, second by Councilmember Barrows. So carried

 

Supervisor’s reports for November and December will be available as soon as possible. Abstracts #12 General Fund # 258 through #279 totaling $22,800.41 and Highway Fund #282 through #309 totaling $60,384.05 were approved on motion by Councilmember Lawson second by Councilmember Luther. So carried.

CODES: Monthly report given to Supervisor

HIGHWAY: Nightingale stated the 2003 Ford-F550 that was put out for bids has been picked up and paid for by the highest bidder.

SKATING RINK: Supervisor stated the pavilion will be retrofitted for the Skating Rink.

APA: Lot Subdivision #2012-166 has been approved.

Councilmember Lawson made a motion to approve alcohol at the recreation building on 12-14-2012, second by Councilmember Roark. So carried.

Councilmember Lawson made a motion to approve Harbor Point for Diesel and Heating Oil as the lowest bidder, second by Councilmember Roark. So carried.

Councilmember Roark made a motion to approve Superior Plus for Gasoline, second by Councilmember Luther. So carried.

 

PROPOSED HEALTH INSURANCE RESOLUTION:

Supervisor Bagetis gave Councilmember’s a copy of a Part Time Elected Officials Health Insurance Resolution and stated he would like health insurance coverage for part time elected officials to end at the end of their terms. Councilmember Luther stated he has been working for twenty years to end the health insurance coverage.

Councilmember Luther made a motion to approve the following:

 

Part Time Elected Officials Health Insurance Resolution

 

Whereas it has become cost prohibited for the Town of Ohio to pay for health insurance for its part time elected officials; and

WHEREAS the Ohio Town Board resolutely intends to control the cost of the town government, and thereby minimize the tax burden of its property owners;

NOW THEREFORE, it is hereby;

RESOLVED, that the towns payment for health insurance for part time elected officials, who are currently receiving health insurance through the town, will end at the completion of the current term of office; and it is further

RESOLVED, that all part time elected officials can opt to receive health insurance through the town at their own expense.

 

Second by Councilmember Lawson. So carried.

 

Assessor David Rhea stated he had dropped his health insurance coverage through the town and took the stipend the town gave him to help defray the cost of his own insurance coverage, as of January 1, 2013 his option to his health insurance will end. He stated Supervisor Bagetis said he could go back on the towns insurance, as the stipend had ended and he was on the insurance previously. He would like to go back on the town’s health insurance until the end of his term.

Councilmember Barrows felt he should be offered the insurance until the end of his term.

A roll call vote was taken to decline reinstating health insurance coverage to David Rhea: Lawson-aye, Luther-aye, Roark-aye, Barrows-nay, and Bagetis-aye. So carried.

Supervisor Bagetis made a motion to go to executive session to discuss litigation at

8:15 PM, second by Councilmember Barrows.

Councilmember Roark made a motion to return to the regular meeting to at 8:35 PM, second by Councilmember Barrows.

Councilmember Roark made a motion to approve the stipulated order of assessment Index #96529, #96514 and #96530 second by Councilmember Barrows. So carried.

Councilmember Lawson made a motion to adjourn at 8:40 PM, second by Councilmember Luther.
