Regular Meeting of the Ohio Town Board was held on Tuesday, March 12, 2013, at 7:00 PM at the Recreation Building

The following Officials were present:

Supervisor: Scott Bagetis

Town Clerk: Sandra Gates

Councilmembers: George Lawson, Gordon Roark, Ed Luther and Michelle Barrows

Highway Superintendent: James Nightingale

Also present: Secretary Pat Reuter, Bookkeeper Ruth Roark, Codes Enforcement Officer Jeff Greene, Justice Greene, Assessors Rosanne Wright, David Rhea and Berdet Barrows, Tax Collector Carol Smith and several Town residents

The meeting was called to order by Supervisor Bagetis at 7:00 PM.

The pleadge of Alligance was said by all.

Minutes of the regular Meeting held on February 12, 2013 were read, corrected and approved on motion by Councilmember Roark, second by Councilmember Luther. So carried.

Supervisor’s report, Abstract #3 General Fund #48 through #71 totaling $29,712.24 and Highway Fund #52 through #74 totaling $83,295.45 were approved on motion by

Councilmember Lawson second by Councilmember Barrows. So carried.

CODES: Monthly report given to Supervisor.

BUDGET TRANSFERS: Change to the Highway Abstract account numbers DA5110.4 Road Construction to DA5112.2 Capitol Outlay

June 2012 Highway Fund voucher #124, #138, July 2012 #143, #145, and August 2012 #192, and General Fund voucher #210 August 2012 and #101 1/2  for March 2012, Councilmember Lawson made a motion to approve the changes second by Councilmember Roark. So carried.

Supervisor Bagetis gave board members copies of reconciliation of cash and balance sheets for the Highway Fund and General Fund.

Councilmember Luther made a motion to approve the following transfers to zero out the 2012 General Fund Budget, second by Councilmember Roark.

Supervisor Bagetis stated he has filed for a sixty day extension for the 2012 final audit report.

HIGHWAY: Nightingale stated he went to Albany with Herkimer County Highway Superintendent’s for Advocacy Day. He stated the CHIPS budget will remain the same as last year at this time. He spent time with Assemblyman Claudia Tenney and Mark Butler and they have worked very diligently to increase the CHIPS Program.

Roads have been posted as of March 15.

Nightingale and Bagetis reviewed the truck bids and spoke with East Syracuse Chevrolet and they wanted to upgrade the truck for the starter installation at the cost of $31,000.00. They are purchasing the truck from Carbone Auto Group as they were the next lowest bidder.

RECREATION: Supervisor Bagetis stated he has submitted the final report for the skating rink grant.

The Recreation Commission is asking for more members as they need more help planning for the OHIO DAYS.

RESIGNATION: Samantha Taylor has resigned from the Summer Program as Director; she has recommended Max Coe as her replacement. Supervisor Bagetis will contact Max.

CORRESPONDENCE: The contract for Dog Control Officer Agreement has been signed.

BAR APPOINTMENTS: Supervisor Bagetis made a motion to appoint Debbie Taylor and George Garlick to the Board of Assessment Review for the year 2013, second by Councilmember Roark. So carried.

FACILITIES: The recreation hall improvement were discussed, Supervisor Bagetis will get estimates for commercial flooring.

ASSESSORS: Assessor Wright stated they had consolidated some parcels of land for a landowner and reevaluated the property after the consolidation. Town Board Members will help the assessors in any litigation and ask for financial assistance from Herkimer County and Poland Central School, if there is any litigation.

Councilmember Barrows would like a gasoline policy passed, after discussing the issue, Councilmember Barrows will write a gasoline policy and present it to the board.

The Senior Citizens are having an AARP 55 Alive Safe Driving Course at the recreation hall on April 26; there will be a $19.00 fee.

Councilmember Lawson made a motion to adjourn at 8:35 PM, second by Councilmember Luther.
