Meeting, May 11, 2014
Regular Meeting of the Ohio Town Board was held on Tuesday, May 13, 2014 at 7:00 PM at the Recreation Building
The following Officials were present:
Supervisor: Scott Bagetis
Town Clerk: Sandra Gates
Councilmembers: George Lawson, Gordon Roark, Ed Luther and Jason Maher
Highway Superintendent: Absent Jim Nightingale
Also present: Secretary Pat Reuter, Codes Enforcement Officer Jeff Greene and several Town residents.
The meeting was called to order by Supervisor Bagetis at 7:00 PM.
The Pledge of Alligiance was said by all.
Minutes of the Regular Meeting held on April 8, 2014 were read and approved on motion by Councilmember Maher, second by Councilmember Roark. So carried.
Supervisor’s Report and Abstract #5 General Fund #102 through #126 totaling $39,967.95 and Highway Fund #107 through #137 totaling $48,612.38 were approved on motion by Councilmember Roark, second by Councilmember Luther. So carried.
Highway Balance will be adjusted next month.
Supervisor Bagetis requested a moment of silence for Robert Nightingale.
CODES: Monthly report given to Supervisor.
HIGHWAY: Supervisor Bagetis stated CHIPS monies for this year is in the amount of $171,000.00 the budget figure used was $148,000.00.
Supervisor stated $17,500.00 of CHIPS monies will be used for the roller.
Supervisor gave board members quotes from Suit Kote.
Kelly Road 1.05 miles for Cape Seal $35,419.17
Figert Road 0.86 miles for Metro Mat
Harvey Bridge Road 0.21 miles for Metro Mat
Kohler Road 0.68 miles for Metro Mat total for metro mat $37,665.75
North Lake Road 3.30 miles Surface Treatment $35,515.46
Councilmember Roark made a motion to approve the above CHIPS Road work, second by Councilmember Lawson.
Roll Call vote as follows: Councilmember Lawson-aye, Councilmember Luther-aye, Councilmember Roark-aye, Councilmember Maher-aye and Supervisor Bagetis-aye. So carried.
Councilmember Roark made a motion to approve the quote from Express Auto in the amount of $5,138.80 to paint the 2003 freightliner, second by Councilmember Maher. So carried.

RECREATION: Councilmember Lawson made a motion to approve Supervisor Bagetis to apply for a Healthnet grant to seal the trail system and enlarge the trail, and if possible apply for a second grant, second by Councilmember Roark. So carried.
SUMMER PROGRAM: There are three positions available and three applicants applied, a fourth one was unable to be contacted.
HEALTH OFFICER: Councilmembers would like Amy Nightingale to consider being the Health Officer for the Town.
ALCOHOL PERMISSION: Councilmember Lawson made a motion to approve alcohol at the recreation building for the following dates June 28 and July 26, second by Councilmember Maher. So carried.
TOWN SIGN: Councilmember Maher has picked up the Town sign, it now has to be sealed and framed.
WATER LINE: There is low water pressure at the recreation building and the water line to the booth buildings needs to be replaced. Possibly put the line through the culvert if there is one. Supervisor Bagetis to contact Joe Jones to look at the water system.
ATV LAW 1-2014: Ricky Wright gave Supervisor Bagetis more landowner signature’s for the trail system and they were highlighted on the map.
ENERGY: Supervisor Bagetis stated 1/10 of the Town’s Budget is spent on energy use.
Several ideas were discussed, a pellet boiler system, wood chip boiler system and waste oil system. Supervisor will get some quotes and look for some grants.
It was suggested to have motion sensors installed on the lights.
Supervisor Bagetis will look over the energy audit that was done a few years ago.
He will also get a quote for insulating the quonset hut.
Councilmember Maher made a motion to go into executive session to discuss personnel at 8:40 PM, second by Councilmember Lawson. So carried.
Councilmember Maher made a motion to go into regular session 9:00 PM, second by Councilmember Roark. So carried.
Councilmember Roark made a motion to hire the following for the Summer Program Karen Smith as Assisstant Director at $11.00 per hour, Christine Coe as Activity Director at $11.00 per hour and Donna Gorton as Cook at the USDA Rate, second by Councilmember Luther. So carried.
