Regular Meeting of the Ohio Town Board was held on Tuesday, October 14, 2014 at 7:00 PM at the Recreation Building
The following Officials were present:
Supervisor: Scott Bagetis
Town Clerk: Sandra Gates
Councilmembers: George Lawson, Gordon Roark, Ed Luther and Jason Maher
Highway Superintendent: Jim Nightingale
Also present: Secretary Pat Reuter, Book Keeper Ruth Roark, Codes Enforcement Officer Jeff Greene, Dog Control Officer Gary Phillips and several Town residents.
The meeting was called to order by Supervisor Bagetis at 7:00 PM.
The Pledge of Allegiance was said by all.
Minutes of the Regular Meeting held on September 9, 2014 were read, corrected and approved on motion by Councilmember Lawson, second by Councilmember Luther. So carried.
Minutes of the Workshop Meeting held on October 6, 2014 were read and approved on motion by Councilmember Roark, second by Councilmember Lawson. So carried.
Minutes of the Workshop Meeting held on October 7, 2014 were read and approved on motion by Councilmember Maher, second by Councilmember Lawson. So carried.
Supervisor’s Report and Abstract #10 General Fund #234 through #255 totaling $34,388.84 and Highway Fund #249 through #279 totaling $97,165.24 were approved on motion by Councilmember Maher, second by Councilmember Luther. So carried.
Supervisor Bagetis stated the Tentative Budget for 2015 is sufficient as is to cover the increase in minimum wage and utilities along with capital improvements.
The Town of Russia was audited by the New York State Comptroller’s Office and they have to large of an unreserved fund balance and it is looked at as a possible over taxing. Supervisor Bagetis suggested possibly target some funding for the Harvey Bridge Replacement which would be a Capital Fund

HIGHWAY: Nightingale opened the following Bids for the 2005 Chevy 2500 HD 4x4 pick up with plow:

Councilmember Maher made a motion to approve the highest bid of $10,550.00 if the bidder does not agree then go to the next high bid of $10,123.45, second by Councilmember Lawson. So carried.
Nightingale stated sand has been put up for winter. The new pick up has been delivered and has been wired for the plow.
BOSS Straight plow verves V plow was discussed, Nightingale recommends the V plow. Councilmember Lawson made a motion to purchase the V plow from Charles Stahl at the New York State Bid Price of $5,485.00: minus the cost of wiring as it has already been done and use the straight blade plow as a trade in approximate value of $1,000.00, second by Councilmember Maher. Supervisor Bagetis will let board members know what the trade in is worth.
2015 BUDGET: There will be a Workshop Budget meeting on Monday October 20, 2014 at the Town Office at 6:00 PM. Supervisor Bagetis will try to have some quotes for new light fixtures and motion sensors. He will look into the Association of Towns survey of Municipal Energy Program.
RECREATION: Supervisor Bagetis stated they are installing three new pieces of playground equipment.
ATV LAW: Supervisor Bagetis, Highway Superintendent Nightingale and Ricky Wright will meet on Thursday morning to finish the road survey’s.
GRANT: Supervisor Bagetis stated most of the equipment has been ordered and he will set a meeting with the digitizing company to have the records digitized.
FUEL BIDS: It will be advertised for fuel bids to be opened at the November Board Meeting.
JUSTICE AUDIT: Councilmember Maher made motion to approve the Justice Audit for 2013 for Justice Greene that Supervisor Bagetis did, the audit for Justice Krauciunas was done and the bank statements are correct but as Supervisor Bagetis did not have a check Regular meeting

book he can not state the check book had been reconciled, second by Councilmember Luther. So carried.
COMMUNITY INPUT: The Snowmobile Club would like to do an expansion on the weight scale building. Superviosr Bagetis will call to schedule a meeting with them within the next couple of weeks.
ED SMITH ROAD: Highway Superintendent Nightingale has agreed to plow the road up to the Andreotta house as necessary.
Councilmember Lawson made a motion to adjourn at 8:15 PM, second by Councilmember Luther. So carried.
