Regular Meeting of the Ohio Town Board was held on Tuesday, December 9, 2014 at 7:00 PM at the Recreation Building
The following Officials were present:
Supervisor: Scott Bagetis
Town Clerk: Sandra Gates
Councilmembers: George Lawson, Gordon Roark, Ed Luther and Jason Maher
Highway Superintendent: Jim Nightingale
Also present: Secretary Pat Reuter, Book Keeper Ruth Roark, Codes Enforcement Officer Jeff Greene, Dog Control Officer Gary Phillips and several Town residents.
The meeting was called to order by Supervisor Bagetis at 7:00 PM.
The Pledge of Allegiance was said by all.
Minutes of the Regular Meeting held on November 12, 2014 were read, corrected and approved on motion by Councilmember Maher, second by Councilmember Lawson. So carried.
Minutes of the Workshop Meeting held on November 24, 2014 were read, corrected and approved on motion by Councilmember Lawson, second by Councilmember Luther. So carried.
Minutes of the Public Hearing held on November 24, 2014 were read and approved on motion by Councilmember Maher, second by Councilmember Lawson. So carried.
Supervisor’s Report and Abstract #12 General Fund #279 through #302 totaling $20,048.58 and Highway Fund #306 through #336 totaling $75,193.73 were approved on motion by Councilmember Maher, second by Councilmember Luther. So carried.

RECREATION: Supervisor Bagetis stated there was a break in at the recreation hall on November 25,43 to 50 DVD’S, WII game console and games, approximately $50.00 in quarters Regular Meeting

$10.00 petty cash was taken. The State Police are investigating. The locks were changed and new keys were issued.
The playground equipment grant final paperwork has been submitted for the final payment.
CODES: Monthly report given to Supervisor. Mr. Greene stated permits were up by 70% this year.
HIGHWAY: Nightingale stated he met with the Teamsters Union Representatives to discuss the night shift. They would like the night shift to have a night stipend of twenty five cents for the 6:00 PM to 2:00 AM shift after January 1, 2015.
Councilmember Lawson made a motion to approve the twenty five cent stipend for the night shift, second by Councilmember Roark. So carried.
APA PROJECT: Project 2014-30 approved for work on State Route 8.
NY State Home & Community Renewel: Supervisor Bagetis received a Comprehensive monitoring report regarding the 2007 Hud Grant. The review stated the files revealed no findings, one concern, and two recommendations. The concern was with the accounting method that was used, all monies were appropiated correctly. They recommend that a Civil Rights Data Collection Document should be in every file, and a written manual available to the public for review. Supervisor Bagetis will respond to them within thirty days.
ELECTRIC AUDIT: National Grid missed three light fixtures, so they will send a new proposal. They will pay approximately 61% of the cost for new lights and fixtures.
PROPOSED LOCAL LAW #2-2014: Councilmember Lawson made a motion to Adopt the Local Law #2-2014 to Appoint a Single Assessor, second by Councilmember Maher.
Roll call vote as follows: Councilmember Lawson-aye, Councilmember Luther-aye, Councilmember Roark-aye, Councilmember Maher-aye and Supervisor Bagetis-aye. So carried.
OHIO RIDGE RIDERS SNOWMOBILE CLUB: Bill Weakley proposed a $100.00 Rental Fee and the Club will pay the electric fees. Attoney Mowers has approved the rental fee instead of waiving the fee rental. Councilmember Roark made a motion to approve the rental agreement, second by Councilmember Lawson. So carried.
COMMUNITY INPUT: Ruth Roark wanted to know if the Town would still be liable for the field. Supervisor Bagetis stated with the rental agreement in place the liability would be on the Ohio Ridge Riders Club.
Michelle Barrows hopes the Board Members weighed the pros and cons of a Single Assessor, as she feels the impact will lower the equalization rate.
