Regular Meeting of the Ohio Town Board was held on Tuesday, July 10, 2012 at 7:00 PM at the Recreation Building
The Following Officials were present:
Supervisor: Scott Bagetis
Town Clerk: Sandra Gates
Councilmembers: George Lawson, Ed Luther, Michelle Barrows and Gordon Roark
Highway Superintendent: Absent Jim Nightingale
Also present: Secretary Pat Reuter, Book keeper Julianne Maxwell, Codes Enforcement Officer Jeff Greene, Assessors David Rhea and Berdet Barrows and several Town residents
The Meeting was called to order by Supervisor Bagetis at 7:00 PM.
The Pledge of Allegiance was said by all.
Minutes of the Regular Meeting held on June 12, 2012 were read, corrected and approved on motion by Councilmember Roark, second by Councilmember Lawson.
Minutes of the Workshop Meeting held on June 28, 2012 were read and approved on motion by Councilmember Barrows, second by Councilmember Luther. So carried.
Supervisor Report and Abstract #7 General Fund #147 through #166 totaling $23,755.79 and Highway Fund #142 through #185 totaling $153,536.72 was approved on motion by Councilmember Luther, second by Councilmember Roark. So carried.
PROPOSED LOCAL LAW #1-2012: Proposed Local Law #1-2012 for the Town of Ohio Repeal of Payment in Lieu of Health Insurance will have a Mandatory Referendum for Town Residents to vote on in November.
There will be a PUBLIC HEARING on July 23, 2012 at the Recreation Building at 7:00 PM.
Supervisor Bagetis is still reviewing health insurance for retirees and employees.
Possibly offer full time employees 33% of Town health insurance cost, if they are eligible for other insurance.
Justice’s will not be affected until their term ends.
COMMUNICATIONS: Bell Hill tower is $175.00 a month for rental. Poland Volunteer Fire department and National Grid are putting a tower at Sand Hill. Supervisor Bagetis met with JPJ Communications and they are willing to put up an antenna to see which tower would be better for the Town. If the Sand Hill tower is better the Town will have to apply for a new license. Another option is putting boosters in all the trucks and employees use their own cell phones.
FITNESS TRAIL: Supervisor Bagetis is working on mapping the trail. He would like volunteers for the stations on the trail. The Highway Department Personnel will be making the trail.
He is going to apply for another grant for playground resurfing.
CODES: Monthly report given to Supervisor.

HIGHWAY: Nightingale absent, Supervisor Bagetis stated Nightingale would like a Special meeting to be held on July 23, 2012 to open bids for a superduty.
RECREATION: Attendance for the Summer Program has been good. There is no bus this year for the program.
CORRESPONDENCE: Health Insurance Excellus is asking for a 14.7% rate increase for 2013, Supervisor will ask the State and County if they have a health insurance that the Town could join at a cheaper rate.
COMMUNITY: Assessor Rhea suggested contacting Midstate Corrections to see if they could help on the fitness trail.
RESOLUTION STANDARD WORK DAY AND REPORTING RESOLUTION: Councilmember Barrows made a motion to approve the following resolution, second by Councilmember Roark.
BE IT RESOLVED, that the Town of Ohio, Location code 30650 hereby establishes the following as standard work days for elected and appointed officials and will report the following days worked to the New York State and Local Employees’ retirement System based on the time keeping system records or the record of activities maintained and submitted by these officials to the clerk of this body.
OLD BUSINESS WEBSITE: Supervisor Bagetis is still working on it, he would like to be able to have people share their stories on the site.
LOGO: The Town Logo is old; Supervisor Bagetis thought it was satisfactory.
Councilmember Lawson made a motion to go to executive session at 8:05 PM, to discuss personnel, second by Councilmember Roark. So carried
Councilmember Roark made a motion to return to session at 8:15 PM, to discuss personnel, second by Councilmember Barrows. So carried.
Councilmember Lawson made a motion to hire Robert Franks as a kitchen aide for up to twelve hours a week, at minimum wage $7.25, second by Councilmember Barrows. So carried.
Councilmember Lawson made a motion to adjourn at 8:20 PM, second by Councilmember Roark. So carried.
