Regular Meeting of the Ohio Town Board was held on Tuesday, Febuary 14, 2012 at 7:00 PM at the Recreation Building
The following Officials were present:
Supervisor: Scott Bagetis
Town Clerk: Sandra Gates
Councilmembers: George Lawson, Gordon Roark, Ed Luther and Michelle Barrows
Highway Superintendent: Nightingale
Also present: Secretary Pat Reuter, Bookkeeper Julie Maxwell, Assessors David Rhea and Berdet Barrows, Tax Collector Carol Smith, and several town residents
The meeting was called to order by Supervisor Bagetis at 7:00 PM.
The Pledge of Alligance was said by all.
Minutes of the organizational meeting held on January 10, 2012 were read and approved on motion by Councilmember Lawson, second by Councilmember Roark. So carried.
Minutes of the regular meeting held on January 10,2012 were read and approved on motion by Councilmember Lawson, second by Councilmember Barrows. So carried.
Supervisor’s Report and Abstract # 2 General Fund #28 through #54 in the amount of $51,965.22 and Highway Fund #22 through #47 totaling $134,023.01 was approved on motion by Councilmember Roark, second by Councilmember Barrows. So carried.
BUDGET TRANSFERS: Councilmember Lawson made a motion to approve the transfer from General Fund $2,699.75 from A1990.4 to A9010.8 and Highway Fund $39.25 DA5140.4 to DA9010.8, second by Councilmember Roark. So carried.
CODES: Monthly report given to board members.
HIGHWAY: Nightingale stated he has received a letter from NYSDOT that road signs and markers that have reflect ability has been postponed, with no date to start making them. He suggested the Town needs to start updating the signs. He will try to replace signs as he works on the roads.
He has received another FEMA check and will receive one more. The total from FEMA is $124,680.68.
Pressure Washer is not working. He is sending it back to the company it was purchased from for a list of repairs and cost. He hopes they will let him use one in the interim.
Councilmember Barrows asked if he has heard anything about a reduction in State Funded monies for Bridges and Roads.
He stated as far as he knows there is no change to the CHIPS at this time.
RECREATION: Supervisor Bagetis attended a meeting with the Recreation Commission and stated they discussed Ohio Days and they will be holding an informal meeting on February 21st at 6:00 PM anyone interested should attend.

CORRESPONDENCE: Herkimer County Humane Society sent a letter stating there is a change in the New York State Department of Agriculture and Markets stating there is
no more local adoptions, and all seized dogs by the Dog Control Officer will be transferred to the Herkimer County Humane Society.
Supervisor Bagetis to look into this matter.
NEWSLETTER: Laura McAvey would like to do a monthly neswsletter for the Town
and the Town to pay for the ink, paper and postage. The Town will work on a newsletter.
NEW BUSINESS: A Website was discussed. Councilmember Roark made a motion for Supervisor Bagetis to give Peter Rashford a counter proposal for the Town website, second by Councilmember Barrows.
COMMITTEES: Supervisor Bagetis stated the mission of the committees is to inventory and review assets, utilize assets, and identify deficiencies, and prioritize capital improvements or purchase and the cost. He would like a report in two to three months, which will be used for budget purposes.
HIGHWAY REPLACEMENT COMMITTEE will consist of Gordon Roark, Jeff Greene, George Lawson and Jim Nightingale.
OHIO DAYS COMMITTEE: It is not for the Town to be involved with, but to help support it.
FACILITY COMMITTEE: will consist of Gordon Roark, Michelle Barrows, Jennifer Lynch and Jeff Greene.
HIGHWAY: Nightingale’s Health Insurance Account has been adjusted. After discussing the Highway Superintendent’s cancelled Life Insurance Policy,
Councilmember Luther made a motion to reinstate Nightingale’s Life Insurance Policy, second by Councilmember Lawson. So carried.
COMMUNITY INPUT: Mrs. Garlick questioned the Veteran’s exemption for property tax; Assessor Rhea explained the exemption to her.
There will be a Revaluation Informal Meeting on February 29th, at 7:00 PM, at the Recreation Building.
There will be a Spaghetti Dinner at the American Legion for the Boy Scouts on March 6th.
Jessie Braue told the board she had borrowed the wooden tables and they are in disrepair. She would like to see the tables and chairs rented out and any damage done to them they should be replaced by the renter and any rental monies to be used toward new purchases.
Councilmember Luther read the following letter:

Bookkeeper a check for $250.00 for January and will keep it up each month as long as I am in Office and this waste of the Taxpayers Money is in Effect.
Councilmember Lawson made a motion to go into executive session at 8:00 PM to discuss applications for Dog Control Officer, second by Councilmember Roark. So carried.
Councilmember Lawson made a motion to go to regular session at 8:30 PM, second by Councilmember Luther. So carried.
There were five applicants for the Dog Control Officer.
After discussing the Dog Control Officer’s pay, Councilmember Lawson made a motion to approve a salary of $2,700.00 per year for the Dog Control Officer, second by Councilmember Roark. So carried.
Councilmember Lawson made a motion to hold a meeting on Tuesday, February 21, 2012 at 6:00 PM, to interview the two applicants the board members agreed on, as long as they are available, second by Councilmember Roark
Councilmember Lawson made a motion to adjourn at 8:45 PM, second by Councilmember Luther. So carried.
