Regular Meeting of the Ohio Town Board was held on Tuesday, January 10, 2012 at 7:00 PM at the Recreation Building

The following Officials were present:

Supervisor: Scott Bagetis

Town Clerk: Sandra Gates

Councilmembers: George Lawson, Gordon Roark, Ed Luther and Michelle Barrows

Highway Superintendent: James Nightingale

Also present: Secretary Pat Reuter, Bookkeeper Julie Maxwell, Assessors David Rhea, Berdet Barrows and Roseanne Wright, Tax Collector Carol Smith, and several town resident

The meeting was called to order by Supervisor Bagetis at 7:00 PM.

Minutes of the regular meeting held on December 14, 2011 were read, adjusted and approved on motion by Councilmember Lawson, second by Councilmember Roark. So carried.

Supervisor’s Report and Abstract # 1 General Fund #1 through #27 in the amount of $26,183.58 and Highway Fund #1 through #21 totaling $50,956.73 was approved on motion by Councilmember Barrows, second by Councilmember Lawson. So carried.

CODES: Monthly report and year end report given to board members.

HIGHWAY: Nightingale stated he has received a total of $60,852.99 from FEMA. He is expecting more money from them.

He would appreciate it if there are any issues with the Highway Department to please contact him not his personnel.

Nightingale stated his Health Savings Account has a shortfall; he would like the board members to match the 90% deductible that the union employees have.

After discussing the issue Councilmember Roark made a motion to approve the 90% deductible retroactive for the year 2011, and approve the 80% deductible for the year 2012, second by Councilmember Lawson. So carried.

Nightingale stated his life insurance policy through the Town has also been cancelled. This will be looked into.

Nightingale stated the County has repaired the Gray Wilmurt Road.

He has sent DEC a letter regarding the fuel tanks.

RECREATION: The skating rink is on hold until next year.

CORRESPONDENCE: The Attorney General has requested a copy of our Ethics


COMMUNITY: Mr. Reuter welcomed and congratulated Supervisor Bagetis.

Nightingale was asked why the roads are over maintained; trucks are plowing and sanding when there is no need.

Nightingale responded, stating he is consistent in road maintenance; there is no State or Town policy for plowing and sanding. The Town is contracted by the State and County to keep the roads maintained, it is a judgment call on his part and he feels he is doing the best he can.

He stated we are a large Town with different weather patterns in each part, there may not be any snow on Nellis Road, but there could be 2 inches in Noblesboro.

SUPERVISOR: Supervisor Bagetis would like to have three committees.

Highway Replacement Committee: to look over the fleet set a plan in motion for replacement and cost report with priorities and cost within two months. He would like to see implementation of the replacement policy to stop reacting and act.

Facility Committee

Ohio Days Committee, possibly incorporate a blue grass festival

He would like a list of priorities for the Town so he could possibly apply for some grants.

Board members will try to enlist town people for the committees.

Supervisor Bagetis has met with Mr. Fitts, from Fitts Appraisal Company he stated that he has never received as much support from any other Town as he has from our Assessors.

Supervisor Bagetis will meet with Peter Rashford to discuss the Ohio Website.

Councilmember Ed Luther read the following letter:

To whom it may concern

I was elected as councilman for the Town of Ohio in 2011, because of having a tax payer friendly platform.

To me it was not good ethics to give each elected official $3,000 raise in pay under the pretext of health insurance.

That is why I will not be taking the $3,000 health insurance money from the Town of Ohio that is inclusive of my job as Councilman.

Councilmember Lawson made a motion to adjourn at 8:10 PM, second by Councilmember Barrows. So carried.
